Island Health has issued this Request for Proposals for the purpose of inviting proposals from construction management firms to undertake services and construction as outlined in this RFP for the RJH Adult Involuntary Care Demolition and Abatement Project located at Royal Jubilee Hospital within the Eric Martin Pavilion. The proposed site for Adult Involuntary Care is the fourth floor of the Eric Martin Pavilion (EMP) at Royal Jubilee Hospital, 2328-2334 Trent St, Victoria BC, B8R 4Z3. Constructed in 1970, EMP is a six-storey facility originally developed to accommodate a range of regional services, including psychiatric and transitional care, and has since evolved into a key hub for adult mental health and substance use services. The building currently supports withdrawal management, stabilization, and outpatient programs for individuals with complex mental health needs, functioning as part of the broader continuum of care on the RJH campus. The fourth floor, approximately 1,994 m2, is currently vacant and requires extensive renovation, including demolition and hazardous materials abatement, to enable redevelopment.
